Conditions:  

 "clear mac address-table" followed by an explicit "clear ip arp force-delete" is configured.

/32 static route over interface vlan needs explicit next-hop.

If you are trying to configure something like this : "ip route 192.168.1.2/32 vlan 2"

configure something like this: "ip route 192.168.1.2/32 vlan 2 192.168.1.2"
